Database of initiatives and court cases in the EU
Eurofound’s platform economy database provides information on 411 initiatives and court cases that exist or have been implemented in relation to activities in the platform economy. The database was last updated in March 2025 and provides metadata for each entry, such as geographical scope, year, type of initiative, actors involved, sector and companies concerned. Initiatives include legal instruments such as legislative changes or court decisions, as well as voluntary interventions undertaken by different stakeholders to address issues around platform work.

In the Netherlands, food delivery riders affiliated to the food delivery platform Deliveroo set up an action group and tried to mobilise riders of similar platforms (Foodora, Uber Eats, Thuisbezorgd).
Among their main activities are protest marches organised during late 2017 against riders’ forced self-employment as per February 2018, as well as two strikes in January 2018, in which the Riders’ Union has been supported by the Dutch trade union FNV.
Since 2017, FNV has expanded and professionalised the organisation. Its activities include:
All Deliveroo riders are eligible to join the FNV Riders Union. In addition, riders from other platforms, such as UberEats and Thuisbezorgd, can also join the union. In its activities, FNV Riders Union represents all riders collectively.
As of February 2022, FNV had initiated several lawsuits against platform companies, such as Deliveroo, Temper and Uber. In December 2021, FNV won a court case against Deliveroo. The judge ruled that Deliveroo riders are covered by the collective labour agreement for the transport of goods. The verdict comes after another appeal case ruled that the deliverers are employees and not freelancers.
