Description
The Ministry of Labour and Social Affairs published a draft Act on platform work and on amendments to related acts (Platform Work Act) on 26 March 2026. The bill is a new stand-alone act that also amends the Labour Code and employment legislation. The government approved it on 31 August 2026, and it was submitted to the Chamber of Deputies on 8 September 2026 as parliamentary print no. 301.
The bill introduces a rebuttable presumption of an employment relationship where facts indicate that the platform or an intermediary directs and controls the worker.
To rebut it, the platform or intermediary must show that at least one of the defining features of dependent work is absent. Using a fleet operator or other intermediary does not release the platform from liability. The bill also amends the general definition of dependent work: the March draft reduced it to two features, work performed in a relationship of employer superiority and employee subordination, and on the employer's behalf, with following the employer's instructions included in the subordination element. It also changes the rules on undeclared work. On algorithmic management, platforms must inform workers about how automated systems operate, ensure human oversight of important decisions and allow these decisions to be reviewed. Platforms must provide information on platform work to the competent authorities and to workers' representatives. A new identifier for digital labour platforms will be added to the employer register used for the single monthly employer report, and labour inspection authorities will have access to the relevant data.
