During a meeting held on 11 January at the company’s Luxembourg headquarters, ArcelorMittal’s board of directors decided to cut jobs at its Lorraine site at Gandrange in the Moselle, France. The site employes a high number of workers from Luxemburg. On Wednesday 16 January it made an official announcement that between now and April 2009, 595 of the 1,108 jobs in the steel plant will be cut at its Lorraine site. A number of (it is unclear how many) those 595 employees will be redeployed at its unit in Florange (Moselle) and in Luxembourg. ArcelorMittal is the world leader in the steel-making sector, and has 320,000 employees worldwide. The management have stated that the forthcoming restructuring is part of a “reorganisation plan” at European level. The objective of this project is to make the Gandrange site specialise in wire rod rolling processes. It involves the development of the wire rod and bar mill, which would process billets supplied by other steel plants, in particular in Germany (Duisburg-Ruhrort) and Luxembourg (Schifflange), enhancing the competitiveness of the business. On the other hand, the closure of the steel plant and billet mill has been confirmed. The trade unions claim that the situation is the result of errors in management and human resources management (lack of training and lack of transmission of knowledge from old to new employees). They blame the strategy adopted by Lakshmi Mittal, and in particular the failure to invest in equipment since the factory at Usinor was taken over in 1999. The official from the trade union CGT at ArcelorMittal France, Marc Barthel, fears that this restructuring will have an impact on the whole region, with 1,500 subcontracting jobs under threat in boilermaking, engineering and transport.
