Description

Jelgavas nekustamā īpašuma pārvalde, a property management company based in Jelgava, Latvia, collectively dismissed 112 employees in May and June 2024 following the elimination of caretaker and cleaning positions. The restructuring followed a review of operational efficiency and involved outsourcing residential building cleaning services to SIA KULK from 1 June 2024 through a public procurement process.

The company cited insufficient workloads to provide full-time employment for several caretakers, resulting in low earnings and additional minimum social insurance contributions payable by the employer. It also highlighted difficulties in supervising cleaning quality, as establishing a dedicated oversight unit was considered economically and organisationally inefficient. Outsourcing was intended to allow the company to focus on property management while using specialist cleaning providers.
