European Restructuring Monitor (ERM)
The restructuring events database contains factsheets with data on large-scale restructuring events reported in the principal national media and company websites in each EU Member State. This database was created in 2002.
Estonian municipal kindergartens, operating across the country’s education sector, announced the dismissal of several hundred staff members due to new language proficiency requirements. The workforce affected includes kindergarten teaching assistants in Tallinn and Narva, reflecting a national policy shift aimed at ensuring all early-childhood educators meet B2 language level by 1 August 2026.The restructuring is driven by regulatory compliance. The mandate for higher language skills has forced municipalities to lay off employees that do not meet the criteria, while simultaneously recruiting new ones, which has led to hiring people who possess the required linguistic ability but lack formal teaching qualifications. Even though exact statistics are not yet available, according to the deputy mayor, there are around 100 vacancies still unfilled in Tallinn. In response to skill gaps, local authorities are partnering with Tartu Health College to provide rapid training programmes, offering practical instruction for new hires and ongoing support for existing staff. The changes highlight a broader move toward improving early-childhood education quality in Estonian.
