Description

Department of Education Narva, an Estonian public entity in the education sector, announced 108 job cuts affecting assistant teachers in kindergartens across Narva. The cuts involve contract terminations as of 3 August 2026. The restructuring follows new language proficiency requirements mandating a minimum B2 level in Estonian for all teaching assistants. The Ministry of Education assumes that there will be no disruption of child care provision, as remaining staff will fill vacancies and complete teams should be operational by 1st of September.The job losses are concentrated in the city of Narva and Tallinn, affecting only assistant teachers, no other roles are impacted. In Tallinn, not meeting the language requirements affected around 300 teaching assistants who have all been laid off, but already 90 new people have been hired. No additional dismissal mechanisms were reported, and all contracts were terminated directly.The restructuring is purely internal with no outsourcing or relocation plans. Social partners have not been mentioned in the announcement, and the change will be fully implemented by the announced date.
