European Restructuring Monitor (ERM)
The restructuring events database contains factsheets with data on large-scale restructuring events reported in the principal national media and company websites in each EU Member State. This database was created in 2002.
The Spanish Government has approved public employment offer (OEP) for 2026 comprising 27,232 posts, primarily within the General State Administration, with a strong emphasis on digital transformation and climate resilience. After accounting for retirements, the Government estimates that 6,200 net new jobs will be created.
A notable feature of the new OEP is the allocation of 1,700 positions in information and communications technology (ICT), representing a 42% increase on the previous year. For the first time, specific posts are designated for artificial intelligence, cybersecurity and data science specialists. Trade unions have criticised the lack of prior negotiation and described the offer as insufficient, arguing that it fails to offset high vacancy rates and does not adequately strengthen frontline public services.
