European Restructuring Monitor (ERM)
The restructuring events database contains factsheets with data on large-scale restructuring events reported in the principal national media and company websites in each EU Member State. This database was created in 2002.
Universitätsklinikum Freiburg (short: "Uniklinik Freiburg"), a German public healthcare provider in the hospital sector, announced the reduction of up to 350 jobs affecting various units at its main site in Freiburg, Baden-Württemberg, Germany.
The planned job cuts are part of a cost-saving programme aimed at addressing a significant budget deficit and are expected to be implemented over the next three years. The positions affected are mainly permanent roles, with reductions primarily occurring through natural attrition rather than dismissals. The restructuring is attributed to financial pressures, including insufficient public investment and rising costs.
Of the 350 positions concerned, all are expected to be reduced through non-replacement of staff leaving due to retirement or voluntary departures, with no compulsory redundancies planned. The process is ongoing, with management conducting internal analyses to identify positions that can be eliminated without affecting productivity. Indirect effects may include increased workload for remaining staff and potential loss of expertise.
Employee representatives have expressed concern about rising pressure on staff and uncertainty, particularly among employees on fixed-term contracts. They warn of potential negative impacts on working conditions and institutional knowledge.
Uniklinik Freiburg employs around 11,000 staff and is one of the largest university hospitals in Germany. Despite previous staff expansion, the hospital is now adjusting workforce growth to address a budget shortfall of over €56 million.
