Eloisa, the Wellbeing Services County of South Savo (Etelä-Savo) has concluded cooperation negotiations, resulting in 158 persons being at risk of dismissal. Of these 158 persons, 130 work in care, and the remaining 28 work in administration and management. The potential dismissals will take place in Q1 of 2026. In addition to potential direct dismissals, Eloisa also aims to achieve cost savings through natural retirements, voluntary unpaid leaves, and by not filling vacant positions unless strictly necessary.
The Wellbeing Services Counties are a regional government body formed in 2023, responsible for health, rescue, and social services. The wellbeing regions have a statutory requirement to patch up budget deficits by the end of 2026, which has resulted in drastic cost savings in many welfare regions. In 2025, the ERM recorded 1236 job loss accross the welll-being regions. In Pirkanmaa Wellbeing Services County of Pirkanmaa 2025 - FI around 350 jobs were at risk due to deficit reduction measures, in Lapland Wellbeing Services County of Lapland 2025 – FI , cooperation negotiations involved 8,000 employees and aimed to cut 600–700 person-years, and in Central Uusimaa Central Uusimaa Welfare Region 2025 – FI , negotiations concluded with 129 direct dismissals and a total reduction of 286 positions through retirements, reassignments, and part-time conversions.
The director of Eloisa states that the financing model of the Wellbeing Services Counties results in budget deficits in regions with negative net migration. Patching the budget deficits by the end of 2026 would entail the dismissal of thousands of staff, which in turn would result in the Wellbeing Services County not meeting its statutory requirements for care provision.
The Wellbeing Services County of South Savo has approximately 7,500 staff, of which 5,000 are in care services.
